Windows 11 LTSC (Long-Term Servicing Channel) is a specialized version of Windows 11 designed for stability and reliability over a long period of time. It's ideal for mission-critical systems and devices that require minimal updates and changes, such as ATMs, industrial control systems, and medical equipment.
As of me writing this post Microsoft has released a Windows 11 IoT Enterprise LTSC for both X64 and ARM64 in Evaluation Center, This is a platform where IT professionals can download and test Microsoft products for a limited time (90 days). but it is publicly available so anyone can download this and this is actually the best Edition of Windows 11 for low end PC, Windows 11 LTSC system requirements are lower then the normal Windows 11, it doesn't require TPM or Secure boot, not even UEFI. But at the cost of many features not being available, Like Microsoft store, Copilot and more.
The Windows 11 IoT Enterprise LTSC is a version of Windows 11 designed for devices that have a specific function and need a long support lifecycle. Examples of these devices include those in banking, healthcare, and manufacturing. The Windows 11 Enterprise LTSC isn't out yet.
They are very similar with a key difference in target use:
Windows 11 Enterprise LTSC (Long Term Servicing Channel): This is designed for traditional desktop and laptop workstations in an enterprise environment. It offers a familiar Windows experience with a 10-year support lifecycle, ideal for businesses that need stability and extended support for their devices.
Windows 11 IoT Enterprise LTSC: This is a specialized version for Internet of Things (IoT) devices. These are typically industrial devices with a fixed function, like ATMs, point-of-sale systems, medical equipment, or digital signage. It shares the core features and 10-year support of the Enterprise LTSC but is optimized for these embedded purposes. For example, it might have features to minimize resource usage or streamline device management.

My opinion: Windows 11 LTSC is the best edition for low end PCs because of the lower system requirements, I know it is designed for businesses and stuff but in my in my opinion anyone can use it, it is a Windows 11 afterall but better 😊...
